Experience
Andrew R. Thomas brings over 35 years of focused experience in energy law, representing clients across the full spectrum of the industry — from oil and gas transactions to electricity regulation and natural gas procurement contracts. Before relocating to Ohio, Andrew practiced in New Orleans, where he served as legal counsel to the Louisiana Mineral Board, among others.
Today, Andrew’s dual role as Of Counsel and Executive in Residence at the Energy Policy Center, Levin College of Urban Affairs (Cleveland State University), places him at the forefront of energy law and policy. His work blends practical legal expertise with academic leadership to shape energy frameworks both locally and globally.
Andrew advises clients on:
- Oil and gas contracts and disputes
- Electricity market regulation and strategy
- Energy procurement and supply-chain issues
- Microgrid development and renewable energy innovation
- Litigation and negotiation in domestic and international energy sectors
He’s also a principal investigator in μGrid Cle, a landmark microgrid research collaboration involving multiple universities, local government, and nonprofits.
